- Officially legalizing the use of approved electronic means for sending invitations, holding Board and General Assembly meetings, and conducting voting. It also mandates that clubs use the Ministry's digital application to log and document all meeting minutes.
- Holding the Chairman and Board members jointly and personally liable for any debts or contracts signed without allocated budgets. Furthermore, it strictly prohibits making any financial payments to players, technical, or administrative staff without formal contracts that include mediation and arbitration clauses.
